Administration of Interbudgetary Relations as a Tool for Increasing the Level of Economic Welfare of the Macroregion (on the Example of the South of Russia)

A dynamic model of inter-regional production cooperation has been developed, based on the principles of combining public and private interests (Social and Private Interests Coordination Engines, SPICE) and taking into account the concept of the neoclassical socio-ecological-economic Solow model at the macro-regional management level.As a target parameter of the regional interaction, the function of combining private and common interests was chosen. The interest of each region as well as the macroregion's interest is maximizing the level of economic welfare. The last interest is represented as the proportion of participation of each region: the interests of each individual region are taken into account as a part of the macroregion's utilitarian function of social (economic) welfare.In the framework of this study, the administrative mechanism of the control effect of the regional production systems is expressed by setting / changing minimal values of GRP and critical volumes of air and water pollutions, program parameters (coefficients) of economic welfare in the target function of the region. The expenses of macroregion to control how the regions fulfill requirements are taken into account.As a result of the study, the ratio of the parameters of the administrative management mechanism that is optimal from the point of view of the macroregion was determined, which allows to achieve the goals of maximizing the level of economic welfare on the example of the Southern Federal District.
