Systemic Analysis of Energy Systems in the New Economy

The energy efficiency of energy generation, distribution, and consumption is a decisive factor of the development of a national economy, especially with respect to energy. Energy generation is becoming less efficient mainly due to the economic crisis that has significantly reduced the consumption of energy, altered the heat-electricity generation ratio, and forced a cut in scheduled overhauls [1]. Reforms in the Russian Federation's economic management has had negative impact on regional energy systems. General management that existed before 1990 was split into economic management, organizational management, and process control that lacked common goals [2]. The today's energy management paradigm lacks integrity and hierarchy in the management of a single fuel and energy complex. Coevolution has occurred, a process in which energy and economy began to influence each other. This paper employs systemic analysis to identify how infrastructure links a regional economy to the local generating company, to see patterns in its operation, to evaluate the performance of energy equipment in use, to enable integrated utilization of the core resources; evidence is drawn from the data on Samara Oblast's energy system. Statistical analysis of the region's economic indicators for 1990-2017 shows that by 2007, the industrial output had dropped to 64% of the 1990 level; the decline was mainly observed in 1990-1994 at 10% to 15% per annum. This study builds and analyzes an infrastructure model of the local generating company to define the blocks of internal operation and external environment. The paper studies the energy and management technologies employed by the generating company.
