Rating of Organization's Energy Efficiency Based on Harrington's Desirability Function

The paper discusses the formation and application of ratings to improve the energy efficiency and energy saving management system of organizations. It is shown that in modern conditions, management decisions in the field of energy efficiency should be based on integral assessments that are formed from a set of the most significant measurable indicators, which are called performance indicators. Integral assessments make it possible to correctly assess the energy saving potential of an organization, highlight weaknesses in relation to other organizations and improve the energy efficiency management system, taking into account limited financial capabilities. The article presents a methodology for rating the main indicators of energy efficiency of organizations, which describes one of the aspects of the program to create an information and analytical system. The Saati's analytic hierarchy process, which is successfully used in practice for making decisions in complex organizational and technical systems, as well as the Harrington-Mencher desirability function were used as a mathematical tool. The developed mathematical model makes it possible to rank organizations by the level of energy efficiency, providing a visual form for presenting information, which can be useful for assessing the potential for improving the energy efficiency of an object and making decisions when formulating investment programs. The article presents the results of the analysis and formation of an integral rating assessment of energy efficiency using the proposed methodology on the example of healthcare organizations.
