Assessment of the Efficiency of the Samara Region's Energy Complex Under Changing Conditions

The power system of the Samara region is a complex developing system that exerts a key impact on the region's industry. Under the conditions of constant changes in the external environment, the system analysis of the power system activity is relevant. The main performance indicators of the power system were determined on the basis of statistical data. Since 1990, there has been a significant decline in energy production. This is due to structural changes in the country's economy and, as a result, a reduction in the number of consumers of heat and electricity. To describe the production and economic relationships of the power system with the external environment, mathematical models of its functioning were constructed on the basis of power inhomogeneous production functions of the Cobb-Douglas type. Model parameters were identified using the least squares method. A regression analysis was performed. To study the efficiency of using the main resources of the power system of the Samara region, the marginal productivity of resources was considered. Since 1990, there has been a sharp decline in the marginal productivity of capital and labor resources, which indicates the inefficient operation of the energy system and the presence of excess funds. Analysis of the dynamics of production and technological processes in terms of input impacts showed that since 1990, the output line begins to deviate from the line of the greatest growth in output, there is a violation of the balanced ratio between resources in the direction of replacing labor resources with capital, while energy production decreased by 52.3% from 1990 to 2017.
