TSO-DSO Performance Considering Volt-Var Control at Smart-Inverters: Case of Vestfold and Telemark in Norway

The massive integration of power electronic converter (PEC) based electricity offers the opportunity to enable a novel operation situation between Transmission System Operators (TSO) and Distribution Network Operators (DNO). The new version of the IEEE Standard 1547 (2018) created a new tendency in the PEC industry, the so-called “smart inverter”. The smart-inverter and the novel customer-centred legislation and markets are allowing DSO to opportunities such as TSO/DSO cooperation. This research paper is dedicated to assessing the effect of the voltage control of smart-inverters in the daily steady-state performance a TSO - DSO system. The assessment presented in this paper focuses on the total energy losses and the voltage profile in the TSO-DSO system. The evaluation is based on numerical results considering the regional electrical system in south-eastern Norway, specifically the area of Vestfold and Telemark.
