Blackout Restoration Plan in Jakarta Power Grid

Blackout of the system is an extraordinary event that occurs in the electricity system. Various efforts in the operation of the system and the implementation of the defense scheme have been carried out to keep the electricity system from being blackout. However, the possibility of a blackout still exists and the ability to restore power service quickly after blackout is crucial for power system resilience. Power system restoration is an extremely complicated process, the accuracy of operator decisions in normalization steps, transmission and generation equipment readiness, technical constraints, which make restoration planning an exceptionally challenging task. The blackout of the Jakarta dan Banten system on Sunday, August 4th, 2019 became a national concern because it half of the island of Java has blackout. The restoration of power system in Jakarta almost 10 hours an evaluation and challenge for PLN (Perusahaan Listrik Negara) to be able to maintain the reliability of the system and also find the most effective way to be able to restore the system in a short time. This paper will first introduce the restoration has been doing. Then, we focus on built up restoration planning strategy using bottom-up strategy by line charging process approach, which the system is sectionalized into smaller subsystems with initial power sources and then the subsystems are restored in parallel with the health system.
