Exploratory data analysis of Kyiv city petitions

Exploratory data analysis is crucial for understanding the underlying concepts present in the data and is the first step of every data-related project. In this paper, we propose a dataset of Kyiv city petitions with language annotations, describe its collection process and explore its content through exploratory data analysis. Since the dataset has content in both Ukrainian and Russian languages we evaluate several of the most popular language detection tools to discriminate between them. Via descriptive statistics we show the popularity of petition service in Kyiv throughout its existence and the most frequent words present in the petitions. By analyzing such a low-resource language as Ukrainian we hope to inspire further research in this direction.
