Research and Considerations of Financial Transmission Right Markets in America and Europe

The financial transmission right (FTR) is an effective financial instrument for allocating congestion surplus and hedging congestion risks which has been adopted by many spot electricity markets in America and Europe. This paper firstly reviews the FTR contract types, acquisition and settlement of FTR and FTR holder’s qualification in various markets in America and market in Europe, then compares the characteristics of various FTR markets and comments on the existing problems, and finally puts forward some suggestions for congestion management in the construction of China spot electricity market.
