It is an honor and a great pleasure to get the opportunity to be in service as Editor-in-Chief of this scientific transactions. I am very thankful to Dr. Anthony Oates, the outgoing Editor-In-Chief, for the brilliant work He has done in keeping the excellence of this transactions, and also for setting a clear condition for the work ahead. I also appreciate the support given by Jim Skowrenski of IEEE-EDS and Marlene James, and Rosemary Schreiber from IEEE Publications. The scientific impact of this transactions has been also a result of their marvelous collective work behind the scenes.
