Multi-criteria Analysis of the Expansion Plan of the Transmission System of Paraguay

The Master Plan of ANDE 2016-2025 exposes a series Generation, Transmission and distribution works required by the National Interconnected System (NIS) to meet the requirements of the demand, expand the system and promote the economic development of the country. The Master Plan contains a large number of works and therefore requires a large economic investment for its execution, however this doesn't mean which works are the most essential for the system. In this sense the present work seeks to identify which transmission line works are the most priority for the system according to selected criteria that determine the suitability of each work for the NIS. For which a methodology of multi- criteria analysis base on the Analytical Hierarchical Process (AHP) is developed, this method allows to evaluate decision making considering several alternatives and meeting the needs of multiple criteria. The work presents a hierarchy within the framework of the problem approach and the most priority alternatives for the system, obtaining the most important transmission lines according to the criteria selected for each year, from 2019 to 2025. Offering an analysis methodology for the decision making for the planner, in this case for the ANDE.
