Review of Electricity Spot Market Reform in China: Current Status and Future Development

As effective measures to optimize generation and transmission resources, electricity spot market has been constructed in six pilot areas in China. Currently, several pilot areas have compiled and published market rules for public comments based on their own realities of the electric power industry. In order to provide pilot experience for the provinces where spot markets have not been built, it is urgent to compare and summarize the market construction practice in different pilot areas. Therefore, this paper reviews the electricity spot market reform in China from current status to future development. According to international experience of electricity market reform, six key issues of spot market construction are summarized. From the standpoints of the previous key issues, the market rules in the pilot areas are compared to illustrate the current status of spot market construction in China. On the basis, the experience of spot market construction is also concluded. Moreover, the future development of market construction is proposed.
