Primary Control of the Current Frequency in Energy System Based on NPP Using a Multifunctional Combined-Cycle Plant

The paper deals with a method for combining a nuclear power plant and a combined-cycle plant, which allows the NPP to effectively participate in the primary and secondary control of the current frequency in the power system. The combined-cycle plant, which is constantly in operation, also ensures reliable reserves for the NPP own needs in case of an emergency accompanied by complete blackout of the station. If the combined-cycle plant is used as a reserve for the NPP own needs, it cannot be stopped at night during off-peak hours. At the same time, operation of gas turbines is not profitable during these hours due to the high cost of gas, and low night tariff at which the power system buys electricity from the station, and which tends to zero in some regions. To improve the efficiency of combining nuclear power plants with combined-cycle plants with account for these factors, the authors developed an energy complex that includes a power unit of a nuclear power plant with the VVER-1000 reactor, a combined-cycle plant, a phase transition accumulator, and hot and cold water tanks. Based on the analysis of the existing analogs and standard designs, an approximate cost of the main technical components of the accumulation system is given. Based on the Forecast of the Ministry of Economic Development of Russia relating the long-term socio-economic development of the Russian Federation, the technical and economic assessment of efficiency for the developed energy complex was carried out.
