Simultaneous Operation Scheduling of Generators and Battery Energy Storage System based on Actual and Forecasted Photovoltaic Power Outputs

The utilization of battery energy storage system (BESS) and the application of intelligent photovoltaic generation (PV) forecasting techniques are necessary for efficient use of PV generation in future bulk power systems. In this study, we propose a method to simultaneously determine and update not only the generator unit commitment (UC) and the scheduled BESS charge/discharge powers but also the actual charge/discharge power at the current time using Mixed Integer Liner Programming (MILP). In the proposed method, we update the generator UC and BESS schedule from the current time to the end of the day based on the actual PV power output at the current time and the succeeding forecasted PV power outputs after the current time. As a result, the actual BESS charge/discharge power at the current time is determined as a part of the BESS schedule. The effectiveness of the proposed method is verified by numerical simulations conducted on a power system model of the Kanto area in Japan.
