Reduce Risk or Increase Certainty as a P3M Dilemma–A Perspective or A Mindset?

The current article presents findings from data analysis, related to years of Gateway Reviews conducted on projects and programs from the Dutch Government, to assess what types of Risk Management are used and distinguishes four types. The majority use a traditional approach, which however has limitations in the current dynamic and uncertain settings. The article proposes a shift of mindset to what it coins as Certainty Management based on Broaden and Build Theory.
