Frame Rate Conversion Based on Scene Change Detection

In this paper, the main achievement of the video sequence from low frame rate to high frame rate conversion, overcome some shortcomings like the unsmooth video playback and low image quality. The main implementation process first calculates the Color Coherence Vectors Difference (CCVD) between two adjacent frames, and compares the obtained CCVD with the set threshold to detect whether the scene change occurs. Then the video sequence frame adopts adaptive motion compensation method for interpolation.
