Reduction of the Distributed Electric Energy - A Challenge for the Distribution Operators Case Study - Arcelor Mittal Galati

The paper highlights the risk for distribution operators from decreasing the amount of distributed energy point of view, as a result of transformations in the energy market or the disappearance of a customer for which significant volumes of installations were made including the expenses related to their maintenance. From its impact point of view on income, by reducing the amount of billable electricity through the application of distribution tariffs is a risk that the main distribution operators have to take into account. The existence of a history of unfavourable regulatory conditions for operators as well as an insufficient degree of transparency in the setting of distribution tariffs leads to a particularly serious risk for distribution operators. The emergence of decentralized production units greatly alters the costs of distribution activity, costs that are only highlighted for distributed (consumed) electricity. In a certain context ARCELOR MITTAL Galati convinced the decision makers that they can give up to the existing power distribution network by making parallel connections and keeping in reserve some of the installations that will connect with the National Power System without transit of energy just from safety reasons. If the distribution service billing is made only at the level of the electricity consumption, as the network costs are both fixed and variable, the distribution operators are disadvantaged. In addition, the methodologies for calculating distribution tariffs must also reflect the support that should be given to the research activities related to this field. Starting from the presented case study, different analysis assumptions can be made at the level of each distribution operator, as well as at each voltage level.
