Good governance of service quality through the adoption of sustainable energy the study of A1- Karkh historic center of in Baghdad city

Good governance has been associated with an emerging public sector issue and the real political need to satisfy stakeholders by demonstrating accountability and transparency with effective policy implementation. Establish many governance initiatives through the need to improve organizational performance, quality of service, the ability to implement and adapt to change. Cities in general and their historical centres in, particular have faced many problems, pressures, the worst aspects of energy shortages, and the provision of services and infrastructure in the world. Nonrenewable energy is one of the most important problems that always threaten societies, making it one of the most important international concerns and the Millennium Development Goals. Most countries seek to protect their historic cities and centres through conservation policies, laws, and institutions responsible for the preservation of heritage and affected communities. Some succeeded in dealing with these pressures and managed to solve the internal problems (partial or quantitative) to reach the advanced stages of preserving the cultural heritage, while other countries do not have the ability to set their goals. Therefore, there is a difference between the countries of the world in the possibility of identifying appropriate strategies for the renewal and development of historical centres as protected areas, while at the same time able to integrate with other modern cities and meet the needs of development and sustainable energy of their peoples. The research aims to study good governance and knowledge of its requirements as an administrative approach that helps to reflect on multiple visions in planning and decision making and to enhance the ability and efficiency of the governmental sector to achieve the quality of service provided to achieve sustainable energy in the historical centres in Iraqi cities. The main findings of the research are that the achievement of renewable and sustainable energy cannot be effective or reach tangible results unless incorporated into the city's heritage governance and on the basis of the establishment of legitimate government institutions governing the principles of transparency, accountability and the rule of law for all partners to achieve quality of service provided.
