Analysis of Harmonic Hosting Capacity of IEEE Std. 519 with IEC 61000-3-6 in Distribution Systems

Recently, with the development of Smart Grids, utilities are interested in allocating harmonic current emission limits under consideration of distributed energy resources (DER) with distribution management systems (DMS). The objective of this paper is to analyze the harmonic current emission limits of IEEE Std. 519 [1] with IEC 61000-3-6 in MV systems. IEEE Std. 519 takes the simple deterministic method, which often leads to unrealistically high values, especially at high harmonic orders. Moreover, due to the cost of being simple and universal pre-calculated harmonic current emission limits, IEEE Std. 519 cannot fully consider the precarious nature of distribution systems in its own emission limits. Therefore, the emission limits of IEEE Std. 519 often boost voltage distortions theoretically up to twice beyond planning levels. We analyze the necessity to apply the stochastic method of IEC 61000-3-6 [2] to IEEE Std. 519, and show the much improved results of IEEE Std. 519 emission limits, based on the stochastic harmonic flow. This paper strongly adheres to IEEE Std. 519 and add to its value, and could help power utilities allocate harmonic current emission limits to their own customers more reasonably, accurately and efficiently.
