Development and Validation of a Disaster Response Decision Metamodel in the Philippine Context

With the impact of disasters in developing countries,this study looks into how disaster response needs and processes can be modelled to help decision makers in the Philippines. This research examines how humanitarian needs are defined given disaster-related data, existing literature, best practices by developed countries and organizational bodies. Relevant disaster response processes are identified in order to address these humanitarian requirements. A design science research methodology is used in creating a decision metamodel of these disaster response processes and humanitarian needs. Disaster data from a leading non-governmental organization for disaster response is used as a baseline. Two cycles are done using design science. A final evaluation with a prototype dashboard is done to validate the disaster response model.
