Extent of Utilization, Viability and Effectiveness of E-Learning in the Camanava City Colleges: Basis for the Framework of E-Camanava

Filipinos greatly values education. This is proven thru numerous agencies and government institution that handles the policies and provisions for education. In the Philip-pine setting, universities and colleges are being founded by local city governments in order to offer education to the public. Education is leaning towards modernization. The use of computer technology is now a must for all colleges and universities as mandated by governing agencies. E-Learning is the new trend in education. It is based from the concepts of Computer Aided Instruction or Computer Aided Learning. In a basic sense, E-Learning is the use of computer systems and digital communications as tools of delivering instruction. Other countries have taken the initiative in this development in education. There are numerous E-Learning resources available in the Internet. This study examines if the educators in the Caloocan, Malabon, Navotas and Valenzuela (CAMANAVA) area are utilizing these tools, has it been effective, and is the practice feasible. The study used the five point Likert scale as the main tool of measurement. The study has tested the extent of utilization through assessing how often they use digital documents, multimedia and the Internet as an integrated tool in their teaching methodologies. Effectiveness is being evaluated in terms of convenience and increase in learners' performance. Also by assessing their willingness to use E-Learning tools, a perspective on its viability can be weighed. Based on the results and the survey for preferred features, a framework will be developed if a development for an E-Learning software is called for.
