A Conceptual Model for the Urban Regional Fire Safety Capability Maturity Growth States Diagnosis

with the ceaseless advancement and change of urban, it is of great emergency to develop a direct and likely-to-be most effective approach to gaining a stepwise insight into the problems of each stage for regulating urban fire demand to promote the fire protection and finding weak links to be made up for in case it is needed. This article is aimed at developing a diagnosis system for scientific measurement and hierarchical evaluation of the capability maturity growth states of a given urban region on fire safety, then improving and enhancing the practice behavior in management and technology continuously as well. To achieve the purpose, first of all, the research framework for urban regional growth states of fire safety-related and the evaluation index system accordingly were constructed with the aid of the capability maturity model theory. Then, the quantitative analysis and empowerment of index factors were carried out by DEMATEL and ANP, moreover the ternary interval numbers evaluation model was used to describe the decision making data, and calculate the maturity level of the urban regional fire safety capability maturity. As an exploration of advanced management idea and method, this study has got a complete conceptual model, and contributes to the providing decision support for the construction of urban fire safety system.
