Democratic Governance of Information Technologies: The Need for Citizen Competence

Our lives are increasingly mediated by information technologies (IT). Concurrently, technological mediation has changed our epistemic circumstances. In particular, some technologies have a negative epistemic impact on online news consumers. Such change threatens forms of democracy that require minimal competence on the part of citizenry. Here I consider the possible democratic governance of these technologies.
