The recipient of the 2019 IEEE Donald O. Pederson Award in Solid-State Circuits is Dr. Laurence W. Nagel, for "the development and demonstration of SPICE as a tool to design and optimize electronic circuits." I think it is fair to say that, in three major ways, no single computer program has had more impact on the field of ICs than the Simulation Program with Integrated Circuit Emphasis (SPICE) tool (marketing may try to argue that Microsoft PowerPoint has done more to generate revenue, but don't believe them because they always exaggerate).
