Methods for Improving the Quality of the Functional State Control of Aviation Enterprises Employees

The quality of aviation security of airports by aviation security services, as well as the quality of air traffic control from air traffic controllers, depend to a large extent on their functional state. To reduce the influence of the human factor on safety, methods for monitoring the functional state of the employees of these services have been developed, aimed at creating systems that provide information support to persons who make managerial decisions about the degree of ability and willingness of an employee to perform production duties. To ensure control of the functional state of a person in the process of recruitment, periodic and pre-control monitoring, a graph hierarchical distributed model and a method of expert evaluation of a functional state, constructed on its basis with the use of fuzzy sets and perceptual calculations, were developed. To increase the validity of the assessment of the ability and readiness of a person to perform professional duties, it is proposed to introduce a new indicator - a psycho-physiological resource, which is determined on the basis of assessing the state of the cardiovascular system of a person. The developed models and methods for improving the quality of control of the functional state of aviation personnel are brought to practical implementation in information and analytical decision support systems. The article describes the architecture of the developed information system designed to manage the functional state of employees of aviation enterprises and the results of applying the developed model and method for ranking the job seekers for the position of an air traffic controller in terms of the indicators of the quality of a person's functional state.
