3 Comparing Policymaking Structures, Actors, Processes, and Approaches

How does the policy process work in each country? In this book, we think of public policy as the decisions of government, whether they are formalized in laws, statutes, executive decisions, or commonly understood norms that influence human behavior (Weible 2014, 5). As a comparative analysis, we are most interested in how and why the policy development and implementation process varies in ways that produce different outcomes in the two countries.
