Comprehensive Benefit Evaluation of Distribution Network Planning Based on Extended C-OWA Operators

First, considering the characteristics of the distribution network, the economic, effectiveness and environmental protection of the distribution network planning scheme are taken into account. Secondly, based on the comprehensive consideration of the performance and risk of the distribution network, a comprehensive benefit evaluation index system for distribution network planning is established. In view of the complexity and uncertainty of the problems in the evaluation process of distribution network and the fuzziness of thinking in the evaluation process, a comprehensive evaluation benefit model of distribution network planning based on the extended C-OWA operator is established. This model takes full account of the democracy and rationality of decision-making in group decision making process. Finally, the actual project case analysis shows that the model is scientific and effective.
