Research of Dynamic Time-of-use Tariffs for PEV Charging Stations Based on User Behavior Habits

With the rapid development of electric vehicle technology and the constant improvement of the people environmental protection consciousness, the scale of electric vehicle is expanding constantly. However, without coordination of the charging, the power consumption of electric vehicles on a scale will lead to grid problems. This paper analyzed the daily behavior of electric vehicle users based on the economic theory of price impact on consumer behavior. The model of TOU price considering electric vehicles charging station was established and the impact for both EV station and power grid were considered, then use genetic algorithm to solve. The calculation example shows that the maximum peak load of the charging station is reduced by 106.64Mw and the optimization rate is 4.7%, and the average user cost of electric vehicle is reduced by 2.5756 yuan, which is reduced by 27.17%when the charging station carries out the time sharing price. The optimal time-sharing tariff solved by this model can effectively reduce peak value, shorten peak valley difference, achieve safe and stable operation of power grid, and significantly reduce the charging cost of electric vehicle users.
