Optimal Strategy of Reserve Allocation Based on the Cost of Expected Frequency

The responsibility of the power system is to provide the energy to consumers reliably and economically. With the rapid growing of sustainable energy, the sufficient and economic reserve energy is the coping strategies for growing uncertainty and variable energy generation and consumption to some extent. But the reliability and economy are always in conflict in the power system. A chance-constrained programming optimization model is proposed in this paper to minimize the ratio of the total cost of reserve energy to the expected frequency, which is defined as the unit reserve cost of expected frequency (URCEF). The uncertainty factors such as outage of generation units and predicted-deviation of load is considered. The algorithm of mutation particle swarm optimization based on the improved fast sorting method is used to checking and determine the optimal strategy of reserve allocation. Merit of the algorithm is validated by its application to IEEE-30 bus system. Results show that reliability and economy of power system are all considered in this model and the reserve allocation can be obtained high-efficiency.
