Optimization of Processes of Modernization and Operating Conditions of Infocommunication Networks

The need to ensure the effective performance of organizations causes changes in operating conditions of their infocommunication networks, which are used for data transfer and access to data resources. For this purpose, organizations can chose different options of using infocommunication networks: lease of communication channels in public infocommunication networks with an ability to change the amount of provided network traffic; personal use of own infocommunication networks; combination of the options described above. Change in conditions of organizations performance may lead to the need for making changes in the conditions of lease of communication channels in public networks and (or) modernization of their own networks. These conditions are determined by the change in the volume of financing of organizations and (or) their information needs. Thus, financial costs for leasing communication channels and (or) modernizing networks and requirements for the network channel capacity for selected priority directions can serve as criteria for selecting network modification options. There is no common approach to the choice of a variant of changing the policy of using infocommunication networks by organizations and (or) the modernization of their networks, at the present time. This paper is devoted to the development of mathematical models and numerical methods of optimization of choice of these options.
