Increase in the Efficiency of Situational Control Systems by Forces and Means to Prevent From and Liquidate Crisis Situations

The paper conducts the analysis of the state concerning the theory and practice of building and application of the situational systems of operative control by the forces and means appointed (set) for providing the effective acts in the crisis situations. Based on the analysis of the command and control cycle constituents, which are performed by dispersed in the space mixed means of reconnaissance, control and damage aimed at the detection, prevention and neutralization of the threats of the crisis situations, the authors propose the ways of increasing such systems to prevent from and liquidate the military conflict as the crisis situation. The methods and algorithms of achieving the competitive preferences in the application of such systems are examined.
