Relative Dynamic Performance Evaluation of Thermal Power Plants for Improving Load-frequency Control of Electric Power System

The impact of high penetration photovoltaic power generation system (PVS) on power balance has caused much concern. The increase in short-term fluctuation of residual load by intermittent PVS power output would require the modification of Load Frequency Control (LFC) in order to fully utilize the dynamic performance of conventional thermal power plants. The ramp rate is a good measure for the simplified evaluation of dynamic performance of power plant and is used to distribute the overall LFC signal to individual power plant. However, because the dynamic performance of thermal power plant is affected by various factors, the ramp rate would not be good enough for the detailed performance evaluation in terms of LFC. Therefore, the proper evaluation of dynamic performance of thermal power plant in terms of LFC is needed for reducing the frequency fluctuation. This study proposes adjustment coefficients for relative evaluating the LFC performance among power plants of different fuel types. Then, this paper demonstrates the improvement of LFC in a power system by using the proposed coefficients for distributing overall LFC signal to individual power plant.
