A Model Integrating a Smart Approach to Support the National Port Strategy for a Horizon of 2030

The economy of a nation cannot be dissociated from shipping, port infrastructure and storage of goods. Indeed, the mastery of the port logistic chain is a crucial issue. In this context, the Kingdom of Morocco has set up a national port strategy by 2030 “SPN2030” to support the port reform of December 2005; this strategy aims to develop the ports in order to improve the competitiveness of the national economy. Major investments in excess of MDH 60 billion, and considerable resources are expected by this strategy in order to help Morocco join the developed countries. It is then necessary that the ports contribute to its success by using smart strategies. Among these smart port strategies: Smart-ports that are currently present in various continents with different models, integrating the functional aspects and the organizational dimension. However smart-ports are not enough, an effective smart approach should be implemented to better support the ”SPN2030” and ensure its effectiveness. First of all, it would be necessary to relate the ”SPN2030” with its strengths and potentially its weak points, before to define the smart port. Then we’ll propose a smart approach to better support the ”SPN2030” and guarantee its effectiveness relative to internal and external hazards. In this article, we present a model with the UML language of the ”SPN2030” integrating a smart approach in the sectorial strategies concerned by the ”SPN2030” and making it possible to contribute to the performance of the ports.
