Implementing Financial Management Information Systems in Local Governments: A Model of Success Factors

Financial Management Information Systems as used in national governments do not meet requirements for local governments where there are often adopted. Local governments have specific requirements that are unique to their context. For the successful adoption of such financial management information systems, the need therefore remains to determine and factor in requirements that are unique to local government contexts. This paper reports on a study that develops a model to support the successful implementation of financial management information systems in Local governments in Uganda. A mixed method approach was used. The results of the field study indicate that Business process re-engineering, User training, Infrastructure availability, and Political and management affect the successful implementation of financial management information systems in local governments in Uganda. These factors were used to extend DeLone & McLean's model in order to derive one suitable to Uganda's Local Government context. The model is generic and can be used by other developing countries with similar contexts.
