An Evaluation of Health Information Systems (HIS) for Namibia

In developing countries most Information and Communication services face numerous adoption challenges. These challenges include relying on foreign solutions, lack of technical skills, lack of funds and interoperability of systems. The mentioned challenges affect the adoption of Health Information Systems (HIS) in less developed nations. In most cases after deployment of such services less work and research is done on evaluation of the solutions. The paper is based on the Ministry of Health and Social Services (MoHSS) within Namibia. It aims to demonstrate applicability of the evaluation towards integration framework components. A qualitative within case study approach was considered. Results indicate the relevance to consider the identified components and criteria in an evaluation process to determine functionality, technicality, organisational, environments and individual perceptions from the user's perspective. Most importantly current HIS solutions are independent, and no evaluation has been done within the Ministry. The paper provides a high level HIS evaluation process and recommends the best evaluation procedures.
