Efficiency analysis of public cultural services organizations in poverty areas

In the construction of modern public cultural service system with Chinese characteristics, the most arduous and heaviest task is in poverty areas. In this paper, 21 provinces with key counties for poverty alleviation and development are selected as decision reference sets. DEA is used to calculate the comprehensive efficiency, pure technical efficiency and scale efficiency of public cultural services of in above provinces. Insufficient output and input redundancy adjustment also analyzed. The results show that the comprehensive efficiency value of public cultural services is low; the output of public cultural services is insufficient and the input redundancy coexist; but the efficiency of providing public cultural services in the less poor counties is lower. It is concluded that promoting poverty alleviation by culture in the densely populated areas will provide more help for precision poverty alleviation.
