Empowering Public Secondary Schools on Disaster Response and Recovery: A Framework for the Development of Helpline Mobile Application

Disasters are sudden disruptive events that cause havoc impeding the activities of a community. Educational institutions which nurture children and youths are prone to these disasters which may put their lives in great danger. Hence, Educational Institutions should prepare itself before, during, and after a disaster. Being well-prepared and well-oriented about disaster preparedness is an advantage to help a community from impending disasters. This study proposes a framework for a mobile application that can be used to help educational institutions prepare and respond from disasters and hazards with or without a cellular data connection. This mobile application is a significant endeavor in promoting empowerment for secondary schools. Students, faculty members, and employees of the institution will benefit from this application by allowing the school community send incident report and request help from the authorities for immediate aid or rescue.
