European resource adequacy: Success and challenges: The traditional market design of 1980s not fit for today's markets

The increasing share of renewable fleet is creating havoc in wholesale electricity markets, putting generation adequacy

at a stress level likely to jeopardize the security of supply over a wide - even pan-EU - area. And this will only get worse as, in line with the Paris agreement's decarbonisation path until 2030, 2040 or 2050, we want to move away from the traditional centralized fossil fuel system to a more dispersed, diversified model in the form of individual “prosumers” or community renewable energy projects. , this products developed by ENTSOs can (or must?) be tomorrow go more probabilistic in market and grid simulations, more flow based in market modelling and more interlinked in modelling gas and electricity sectors. The first section of the paper sets the framework of the resource adequacy and underlines some critical elements included in the newest legislative proposals by the European Commission

. The second section presents the challenges in the present adequacy calculation process and proposes improvements. Finally, the paper addresses the widely debated dilemma whether the energy only market could be enough to keep the system adequate or, vice versa, a remuneration of the flexibility of electricity generation is needed.
