The cost-benefit analysis of integrated government radio network for PPDR (Public protection and disaster relief) in Indonesia

Indonesia is a maritime country that lies in the world's three major plates and lane ring of fire that has great potential for disaster case. A specific telecommunications network has an important role as a means of communication for the disaster relief as well as for public protection. Integrated government radio network for Public Protection and Disaster Relief is in critical needs to be deployed. This paper aims to evaluate the 2 (two) scenarios of the development of PPDR network in Indonesia. The Scenario I refers to a mechanism in which PPDR network is specifically built and operated by the government; and the Scenario II refers to the partnership mechanism between the government and LTE network service provider to handle the PPDR network. We conducted Cost-Benefit analysis by focusing on the three main provinces in Indonesia, i.e. Jakarta, West Java and Banten. It is found that the development of PPDR network is economically feasible for both scenarios. However, the cost of Scenario II is is half of the total cost of Scenario I. By choosing Scenario II government may save 1.4 trillion IDR but will face the issue of network dependency and commitment of the network service provider.
