1. Introduction
Network services (e.g., data in the cloud) are integral to our economic well-being and national security. Communication networks employ optical mesh structures to provide high-bandwidth connectivity across large distances and support higher-layer networks (e.g., IP/MPLS, datacenter networks). Today, optical communication networks and power grids depend strongly on each other to operate. Optical network equipment (e.g., switches) are powered by the power grid, whereas a power grid depends on communication network (e.g., to support the Supervisory Control And Data Acquisition (SCADA) system) for remote monitoring, measurement, and control. Thus, failure of an element in one network may cascade to the other network and vice versa.
