The roles of stakeholder- and peer-review at the OTA

The paper shares preliminary findings of a survey of participants in studies by the recently disbanded U.S. Congressional Office of Technology Assessment. The focus of the survey is on efficacy of the review-intensive study process used at that agency. The findings confirm the value of this process, but with important caveats, and suggest useful strategies for performing "communicative" analysis.
