Implementation of encoder system for testing the ATSC digital television

An encoder system for testing ATSC digital television is presented. Using a combination of a general purpose workstation and motion estimation function-specific device controlled by a microprogrammed controller, a new video encoding system is designed and implemented for high quality video encoding with moderate speed.
