New adaptive hybrid decision algorithm for video scaling

In this paper we introduce an adaptive hybrid decision algorithm for video or image scaling. The algorithm combines a simple interpolation method with a more cost intensive one. With this approach it is possible to maintain the quality level of the high level interpolation while remarkably saving cost.
