A Repast Symphony-Based Simulation and Its Application on Emergency Resources Dynamic Assignment

The allocation of emergency resources is an important part of emergency decision. In this article, a dynamic programming model and goal programming model of emergency resources were presented. At the same time, aiming at solving the faultiness and inflexibility, the article presents a method of making multi-stage emergency decisions based on the theory of risk analysis and repast symphony platform. When there is an emergency event, it is important to make an effective emergency decision according to the information of real-time event and the appropriate response can mitigate the lost. The approach of making emergency decision under different scene and different stage based on the risk analysis of emergency accident. The research result provides scientific emergency decision and it is of great important to real-time emergency event. This method improves the efficiency and veracity of emergency event. It can also enhance the decision maker's ability of dealing with emergency event.
