Privately financed infrastructure: opportunities and obstacles in the UK

Privately financed projects have been with us since Victorian times, when investors rushed to put their money into railways and made (or lost) fortunes. More recently, projects such as the Channel Tunnel, the Queen Elizabeth II Bridge at Dartford and the Second Severn Crossing have gone forward with private finance.
