A public information and notification system for emergency mitigation

The West German Federal Emergency Management Agency (FEMA) and the US Federal Communication Commission have become increasingly concerned about the ability to notify the public in a timely manner in the event of a nuclear or chemical accident. FEMA Draft Guidance Memorandum AN-1 proposes a 15-minute public notification requirement. A comprehensive public information notification system (PINS) is outlined that can meet all of the new requirements of AN-1 and Title 3 for chemical accidents. It is suggested as an alternative to the Emergency Broadcast System. The PINS technology is a refinement and enhancement of the ARI, Automatic Radio Information, technology that was developed by Blaupunkt in the early 1970's.<
