Data Governance Model for MBKM Credit Conversion using Interoperability Standards

The Merdeka Belajar Kampus Merdeka (MBKM) program in Indonesia faces significant challenges in academic credit transfer and grade conversion due to inconsistent grading systems, varied course structures, and heterogeneous data formats across universities. This fragmentation frequently necessitates manual and error-prone processes, impeding academic flexibility. To address this, this study proposes a robust Data Governance Model for MBKM Credit Conversion, developed using the Design Science Research framework. The research systematically analyzed existing academic systems and designed an interoperability framework grounded in the Education Data Standard (EDS). The model integrates technical solutions such as RESTful and GraphQL APIs for efficient data retrieval, OAuth 2.0 for secure authentication, and Learning Tools Interoperability (LTI) for seamless integration between diverse educational platforms. Furthermore, cloud-based repositories are utilized for real-time academic data processing. Through a qualitative descriptive approach encompassing system analysis, framework design, technical implementation, and validation, the results demonstrate a substantial reduction in processing time and administrative errors. This highlights a significant improvement in data integrity, automation, and reliability for MBKM credit conversion processes. Ultimately, this work underscores the critical role of structured data governance and technical interoperability in modernizing academic credit transfer mechanisms within higher education institutions, offering a scalable and secure solution for fostering national academic mobility.
