Digital Governance and Anti-Corruption Frameworks in the OROI Economic Program for Indigenous Communities

Corruption remains a critical barrier to equitable economic development, particularly in marginalized and indigenous communities. In Indonesia, the One Region One Industry (OROI) program has been introduced as a strategic initiative to stimulate regional economic growth through localized industry development. However, the effectiveness of such programs is often undermined by governance inefficiencies and lack of transparency. This study investigates the role of digital governance and anti corruption frameworks in enhancing the implementation of the OROI program among indigenous communities. Adopting a qualitative descriptive approach supported by library-based research, this paper explores the integration of information and communication technologies (ICTs) in monitoring, accountability, and community engagement processes. The findings reveal that digital governance tools such as e-reporting platforms, public transparency dashboards, and digital auditing systems substantially improve program accountability, foster trust among indigenous stakeholders, and optimize resource allocation. Moreover, the study highlights persistent challenges including limited digital infrastructure, low digital literacy, and insufficient integration of indigenous knowledge systems within digital frameworks. These limitations, if unaddressed, risk reinforcing existing inequalities. The study concludes that embedding culturally sensitive and technologically adaptive anti-corruption mechanisms into public development programs like OROI is essential for sustainable and inclusive economic outcomes. The results offer critical insights for policymakers, digital governance architects, and development agencies aiming to implement ICT-driven reforms in socioeconomically vulnerable regions.
