Methodology to determine control frequency parameters in power systems with high penetration of inverter-based resources

In the coming years, an increase in inverter-based resources is expected to occur in Colombia due to the energy transition process being promoted by the government. Given this scenario, the operator of the Colombian power system must prepare, as the introduction of these technologies implies a reduction in available system inertia. Unlike synchronous generation, which has led the Colombian energy matrix, inverter-based resources do not inherently provide this inertia. To anticipate problems related to frequency stability resulting from the reduction of inertia, the system operator is developing a methodology to modify IBRs’ control frequency parameters which are currently defined by manufacturers only considering time response requirements. The objective of this methodology is to improve the values of the Rate of Change of Frequency (ROCOF), Nadir, and steady-state frequency, which are crucial indicators for frequency characterization. This paper presents the results obtained from the implementation of this methodology in response to a frequency event caused by the disconnection of a 300 MW generation unit. The results demonstrate the effectiveness of the methodology in responding to the event and its ability to improve indicator values through parameter modification.
