A Resilient Distribution Network Planning Approach Considering Active Support Strategies for Novel Elements and Novel Business Forms

Aiming to address the insufficient synergistic support of novel elements with novel business forms (NENB) in maintaining power system resilience under frequent typhoon disasters, this paper proposes a resilient distribution network planning method that incorporates multi-level active support strategies for NENB. First, a multi-level resilience index system is established at the module, unit and network levels of the distribution network. Combined with a spatio-temporal typhoon disaster probability model, the dynamic impact of typhoons is quantified from equipment to system level. Secondly, a three-stage active support strategy for the NENB is formulated, covering pre-disaster prevention, disaster resilience and post-disaster recovery. Finally, a two-stage planning model is developed to optimize resilience and minimize costs. The model is solved using non-dominated sorting genetic algorithm II (NSGA-II) and mixed integer second order cone programming (MISOCP) to generate a typhoon resilient distribution network plan. Case studies on a modified 54-node Portuguese system show that the proposed method reduces load loss penalty costs by over 90% while maintaining controllable planning costs, validating its effectiveness and economic feasibility.
