A Decarbonisation-as-a-Service Framework for Optimizing Renovations in the Building Sector

In recent years, the European Commission (EC) has prioritized decarbonization in the building sector as part of its broader strategy to reduce greenhouse gas (GHG) emissions and combat climate change. This transition toward a more sustainable, lower-carbon economy requires innovative digital and data-driven solutions which will leverage the abundance of available data and digital methods nowadays. In this paper, we introduce the Decarbonization-as-a-Service (DaaS) framework which is designed to support the EC's initiative by providing a structured, modular approach to building decarbonization. The DaaS framework encompasses multiple phases, including data collection, assessment, tailored recommendations, renovation actions, and post-implementation evaluation. Additionally, we explore both the methodological foundations and platform development aspects of the DaaS framework, highlighting its potential to support and supplement effective and scalable decarbonization efforts.
